Frank was born June 30, 1939, the son of Joseph Manuel and Lillian (Wellington) Clements, in Cedar Rapids, Iowa. He worked for 10 years at Downing Box in Cedar Rapids and for 10 years at Schmidt Brothers as a cement finisher. In 1973, he bought the tavern in Springville, which became “Frank’s Place.” He was very proud of the fact that people didn’t think his tavern would last a year, yet he owned and operated it for over 20 years. He was a member of Pheasants Forever, Ducks Unlimited, Whitetails Forever, the Iowa Restaurant and Beverage Association, and an active member of the Springville Community, sponsoring many youth sports teams and organizations over the years.

The family would like to thank everyone who helped care for Frank, including the area nursing homes he spent time at, Mercy Medical Center, Hospice of Mercy, Pam & Bill Jacobs, and a very special niece, Christy Weems.

In lieu of flowers, a memorial fund has been established in Frank’s memory.
