Penny Louise Carter, 68, of Brooksville, Florida, formerly of Marion, Iowa, passed away unexpectedly on Saturday, June 20, 2026, in Florida. A Celebration of Penny’s life will be held at 11:00 a.m. on Tuesday, July 21, 2026, at Murdoch Funeral Home & Cremation Service in Marion, where the family will greet friends from 9:30 a.m. until the service time. Certified Celebrant, Suzanne Renner Seigel will officiate. A private committal will take place at a later date.

Penny was born on December 9, 1957, in Cedar Rapids, Iowa, the daughter of Dale and Beverly (Evans) Weaver. She was a 1976 graduate of Marion High School. Penny married Lynn Carter in January 1977, and they later divorced. Penny worked at Rockwell Collins and was a member of IBEW 1362. She retired after 26 years in January 2012. Penny cherished spending time with family and friends. She was a HUGE Iowa Hawkeye, Chicago Bears and Indiana Fever fan. Penny loved to travel and just get out for a drive. She enjoyed living in Florida as the weather was always warm and she was close to the ocean, and having people come visit her, especially her grandkids, so she could show them around. Penny was a very kind person that would do anything for anyone. She will be greatly missed by all who knew and loved her.

Penny is survived and lovingly remembered by her son, Andy Carter; sisters, Cindy (Jeff) Ray of Cedar Rapids, and Sherri (Mike) Oelberg of Hiawatha; brother, Dennis (Tracy) Weaver of Cedar Rapids; grandchildren, Lilly, Daphney, and Lincoln Carter; nephews, Cory Sheets (Drew Martin), Casey Ray, and Dale (Kaitlyn) Weaver; niece, Mary Weaver; and her “adopted” sister, Ramona Baldyga. She is also survived by her ‘other half’, Sam Moon; and her buddy, their dog, Joe.

Penny was preceded in death by her parents; and one son, Allen Carter.
